What are the way (s) that I can link my website to other websites ?
( I want to contact them & trade links with them ) .

( I am also in search of various FORUMS that discuss all the different Website building companys e.g. – site build it – seo website builder – Xsitepro & others like them or is making up a website from scratch using Frontpage or Dreamweaver a better/more profitable way for me to go ) .

If I was to use one of the website building programs like site build it or SEO website builder – would I be able to edit them with Frontpage & would I be able to save my websites for use in the future with another host ( if it becomes necessary to do so ) .

you have a lot of places where you have links exchanged, the best way is to actually make your web site and then go around the web and ask to have your link exchanged with another web site.

Right, make your site first, then make sure it gets indexed by Google, then you can find link-exchange sites where like-minded people are out to trade links. Also you can buy one of those link-building softwares if you want to automate the process a bit.
Be aware that Google is getting ever more sophisticated finding "unnatural" linking patterns...

I'd like to develop some affiliates too, If anyone can provide a forum (within here, or somewhere else for that matter) where webmasters can go to to exchange links.
