Yes, we offer cPanel. I have dropped you a PM with pricing details, along with license costs for Windows 2003 Server OS.

Our servers are unmanaged as standard, although we can offer various levels of management if you require as an additional service.

We can do pretty much anything within reason. We don't have a standard package that comes with VPS software installed, but it would be no problem to provision the server, install the VPS software and arrange all the licenses etc on your behalf and put it all on one invoice if that's what you'd like...
