Some sell to the public, others don't. You won't be starting one anytime soon. It's a very complicated process that involves governing bodies and lots of cash upfront. They just opened it up to new TLD (top level domains) other than the original ones last year. You had to put forth a proposal and a $50,000 nonrefundable fee to even be considered.
