I would suspect the number is actually higher.

I would think higher too. Even on WHT, people ask about putting false info and how to get away with it and, questions about private whois.

When you read the report from GAO, it turns out the data is extrapolated from a review of about 1,000 domains, and the report isn't clear (at least to me) about whether private domains (i.e. Domains By Proxy, where the registrar appears in WHOIS) are included as false names.
It's definitely a huge problem, though, and ICANN and the registrars have been working on it forever without anyone being entirely happy about the proposed solutions.

It is a big problem but I do not see an easy fix
