Ok, I heard everyone saying namecheap accepts unverified paypal.. but it doesn't let me, when I go add the funds, it leads me to a add credit card page on paypal, and I don't have one..

If it's unverified (no bank) and you have no credit card, paypal will NOT let you send money out. You must have one or the other to send any money out. You can, however, receive money.
