what is Domain Locked Status ?

Can you post that section of the WHOIS for the exact terms along with the expiration date? There are a few locks, that info would narrow it down.

REGISTRAR-LOCK: The sponsoring registrar sets this status. The domain can not be modified or deleted. The registrar must remove REGISTRAR-LOCK status to modify the domain. The domain can be renewed. The domain will be included in the zone.

Basically, if a domain is "locked" then you can't transfer it.

some registrar cant even let you update the domain nameservers nor contact info if the name is locked
