for more info on the project, i'm basically looking to make a site that provides funny videos, so id need a custom coded CMS (preferably PHP) and a layout designed of tables, that can do the job and will automate all the features on the site

Most important aspect tho is the site has to be SE friendly and have to be static files or atleast appear so, even if it has dynamic features.
