Can you be more specific in your requirements?
Web development can include graphics design, basic weboage design, prorgamming, marketing, revising a website to be more efficient etc... Many people can only do some of these things well.

That's where you come in. Send him a link to your portfolio and let him know in the e-mail what you can and can't do.

Sorry to be blunt gentlemen, but you really need to do some of your own thinking when you're trying to get a freelancer job.
