Is your IP address static or dynamic?

To be able to do your own DNS hosting, you will need at least two (unique) static IP addresses. This is something you don't usually get in residential connections, so most people get their DNS hosting from somewhere else.
If you can get two static IP addresses, then you can register two subdomains of your domain name as nameservers with the two IP addresses of yours. This is usually an option in your domain management page provided by your registrar.
After you get that done, then it is a matter of running a DNS server on your machine (windows 2000 comes with one, but i'm not sure how it is used).
The other option is to outsource DNS hosting. You can either use a free service like the one you mentioned, or you can find friendlier services for an affordable low fee. They used to be 10$ per year or something like that.
Some registrars also gives you a free or paid DNS service.
dotster.com used to have such a service for 10$ (I'm not sure if it's an annual or one time fee).
I think that registerfly.com give you a free DNS hosting service, not sure thought.

RegisterFly and NameCheap are resellers of enom.com
enom gives for free a very good , dependable and easy to use DNS service .. I am using that for some 20 clients of mine and it is as good as it gets
But for hosting on dynamic IP you may need a service like zoneedit. There is a help section in Zonedit.com about hosting on your own PC
Good Luck
