There's phptalk.com but that seems to be dominated by 1 guy (the forum administrator). I guess it is hard to start a forum if there's not going to be many people in there. It seems like the administrator has to make all the posts and that just puts people off... I think the administrator for phptalk.com should cool off a little and not post as much as he does... but that's just me...
