The below is what I got when I whois a domain that is registered at Register.com

Do they mean that they can actually steal the Domain name?
How do they go about doing this Anynomous Offer thing?

Make An Anynomous Offer
Although your name has been registered by another user, you can make an anonymous offer ($200 minimum) to purchase it through the Afternic Virtual Broker.

no

They submit your offer to the actual domain name registrant and then act as the broker for the deal and charge the buyer a fee for their services.

In this case, since the domain is mine, they will email the offer to me?

No. You registered the domain and didn't use it yet, so they parked it on their servers with that standard page. If someone buys it they it they will also make money on that from the fee they will charge for the sale.

I have already paid for the domain name.

So how could they sell it to others?

You bought the domain and it's yours. If an offer is made on the domain name, they'll pass it along to you, hoping that you'll accept, thus allowing them to take their cut.

At last I understand.

In another words, they will charge the buyer for a Percentage of Commission right?

:-)

:-) Yep. They're always looking for ways to make a buck.
