If I operate the website out of Costa Rica, what kind of documentation would I need in order to make the opearation legal?
Do I need a gaming license? Or would an incorporation in Costa Rica be enough

proper structures company is enough, but you can have troubles opening bank and merchant account without license

People usually go for business license something no different that you would apply to open a convenience store. The only difference is that the purpose of the license states that you’re allowed to perform electronic gaming. This help with problems about merchant accounts and bank accounts.
