I'm looking for a price quote for a VBulletin 3.5.1 plugin for a Shop/Points systems. I wish to know the possible price quotes on this before actually going in and making an investment on this.

What it must do?
Integrate with paypal.
Allow users to sell/buy points for real money (after administrator/mod approval).
Allow similar things to what UShop/uCash allows
Allow domain name registration via a enom plugin
Allow bidding system
Allow users to sell and buy points not just from bank but others
Allow future addons to be added to the system (such as new things users can buy).
Full documentation with explanations would also be required for the system.
Plugin system required.
