Petr,

If you put 10 people on a 100Mbps switch with burstable connections, I wonder what happens when two people are using 40Mbps. Are those switches managed so that you can balance the load on the ports/set max. portspeeds ?

Yes we used managed switches like CISCO 2924...you can setup VLANs etc

Does setting up VLAN really have anything to do with limiting each port to 10 mbps?

Well, it should if QOS if well done for these VLANs...
