Hi,
I'm writing a research paper on webhosting. I have an assumption I would like to test.
My assumption is that no webhosting administrator would bother moving websites between webservers to optimize the distribution of workload on the webservers. But, an administrator would most definitely move a website from one server to another if one of the webservers gets overloaded and cutomers start to complain.

I have moved accounts to other servers to balance load. I would rather not hear complaints, thus, it is better to prevent them in advance.

We actually assume with each account on a server a certain amount of growth over a period of time. However, when we see that assumption is too low for a particular server, that several accounts are growing more rapidly than anticipated, we will move one or more well before we reach capacity or any critical stage.
Example: Set up 8 forums on a server....Initially 8 new forums will not even be noticed by the server...However, we would anticipate several of them to gain in popularity to fill the server capacity-based on pre setup information gathering. However, recently on one of these, we saw two boards taking off...doubling traffic weekly. We moved both of these accounts to semi dedicated with plans that they would probably be split to dedicated at a later date.

However, just to make one have the same load as another one, if both are fine? No.
But new accounts will go on the less loaded server. The goal is to always have enough space for new customers, even if you suddenly get a large number of unexpected orders.

So, it seems like webhosting administrators move websites when they think that a webserver will soon be overloaded because of increasing traffic on one or more of its websites. Correct?

To avoid this problem we limit each server to a max of 250 customers.
