Are both servers located in the same datacenter? What are the port speeds?

No,
One is located at LayeredTech (old) on a 100mbps line (I believe) and the other is located at Sagonet (new) on a 10mbps line.

If you have enough patience and free space on the drive, you can use WHM function 'copy account'. btw, you can use it free of charge.

I'd also like to note that I have a 60GB file already tarr'ed up on the secondary hard drive of my old server. However, I suppose the file is too large to transfer, because it has timed out multiple on multiple attempts.

This is due largely in part to the TimeOut token set in Apache, btw
