do any reseller (linux or nt or both) offer an account with no monthly fees and a small (<30-40$) setup fee, where i can sell their accounts and get charged by paypal or cc when i create the account

Not to my knowledge, but you can find some hosting companies offering referrals sort of benefit and they even call it Affiliate

I understand its more like an affiliate program, but i would still like to be able to add the accounts/manage them myself - i may have been lucky since my previous host offered this
