Dreamweaver is the way to go if you have the money, but most of us don't :) there are plenty of decent ones out there though for cheap.

If you're a bit advanced with programming, you might want to give HTMLPad Pro 2005 a chance.

I would recommend Dreamweaver 8, this latest version is pretty nice with excellent features

Dreamweaver Studio 8 is way to go.
Great features, and great sync between macromedia products.

I was using dreamweaver mx, flash mx standard and paint shop pro before . I was able to upgrade to studio 8 for just $399, comes with fireworks 8, flash 8 pro, dreamweaver 8.

I can easily say that my production time reduced by half at least.
Strongly recommended.

Depending on how complicated your site is going to be, older versions of Dreamweaver, Fireworks, Photshop etc. can still do a really good job for you.

I'm still using Dreamweaver/Fireworks MX and Photoshop 7 quite happily. You might be able to buy them used from eBay or something. Don't get trapped in to upgrading to bleeding edge stuff if you don't need it. Some people need a new Ferrari, the rest of us are okay with a 2002 Chevy station wagon.

For starting out I would go with the cheaper products unless you are still a student and then you can get some pretty good deals on the professional choice software.

For me it's
Dreamweaver 8 (but then I am a Macromedia Certified Professional so that's no surprise I'd recommend that :P )
Photoshop CS2 (I'm loving the changes in CS2)
XMLSpy

Photoshop & Adobe Illustrator are the best ones, hands down.

There are so many decent code editors you should have no problem finding one you like, and for free. No reason to shell out money for a wysiwyg editor these days, unless you really want to, in which case Dreamweaver is the way to go.

Photoshop is still my favorite graphics editor and has been for several years. Photoshop 7 was one of my favorite versions, that it until I upgrade my hardware so Photoshop CS doesn't run so slow... But you can't go wrong with photoshop.
