I have had many issues regarding the site www.bulkregister.com. A lot of hosts use this - but what happens when a third party wants to transfer a domain off of this system to another registrar - it's damn near impossible.

They only accept single submissions from NSI which charges 35 dollars to do it. From dotster they rejected my two transfer requests even though no contacts changes / no company info changed and I find out they only accept 10 submissions per time from anyone else other than network solutions.

Any way around this dilema? I have had this problem in the past and when the fly by night host doesn't respond - the one who originally bought the domain on behalf of the customer - it's near impossible to get bulkregister to help out.

Any suggestions from seasoned domain name experts? I have only ran accross this 2 or 3 times now.. one I ended up transferring it to NSI then to dotser. (50 dollar expense but worth it)

Typically - it is a problem with the gaining registrar not the losing registrar with transfer requests. Except that to protect domain holders, some registrars do require verification when they receive transfer out requests.

Transfers are notoriously problematic.

Our transfer failure rate is somewhere in the 50%-80% range the first time. Secondary requests fail less frequently, and we often have to contact the losing Registrar and make changes before the transfer is completed.

Beware the Registrar who charges for failed transfer attempts - this can run you many times what you save in low annual renewal fees if you are not careful.

And we find the problem is always with the losing Registrar, not the gaining Registrar.
