Out of my review of Cpanel, Ensim, and Plesk, I have to agree with others that Cpanel is the best hands-down. Ensim a far back second, and Plesk I wouldn't even consider.
However, even the newest Cpanel(4.5?) still has room for improvement. My suggested improvements are...
1) allow for the sticky bit to be set, such as permissions of 1775 instead of just 775 (rwx).
2) have a select all and allow mutliple files to be checked to be moved or copied all at once.
3) Get rid of the frames in CPanel.
4) Use a non-java client for SSH (many of us don't want to download java).

I looked at Hostopia and others homespun Control Panels and they still don't measure up to Cpanel4. One thing I really like in CPanel is the control for email filtering that Hostopia's mail filter doesn't have. With CPanel you can filter by word, header, domain, body, etc. And CPanel4 also now comes with their great Webhost Manager. When a hosting company chooses Cpanel, they look better in my view.
I'm still waiting for the "perfect" Control Panel. ;-) Did an employee from BurstNet really invent Cpanel? I have to say it's the best I've seen so far.
