There will always be submissions, but they have to be successful for them to come back. Make a press release about it and announce it in forums. If you focus on new methods how to help web hosting companies increase sales your directory will be great... if you follow the many others that just list a ton of companies and hope people come to the web site your directory will get lost with the others. good luck! The amount of links one would need is really unfeasable unless you have a large pocketbook. :) In otherwords, you're not going to get there by SEO. Perhaps try some PPC on overture and google.
