Is there a way to resell dedicated servers? with control panel integration only to resell them and maybe manage them.
I have not done this yet but I have a couple of clients inrested in having this sort of service.
Could I just get them the IP address and then do regular support from a ticketing system. Seemsthis is the only way I can come up with.
Some done this before?

Order modernbill.. Setup Dedicated Server packages in Modernbill.. When someone purchases, order the server on LT, take the info you receive in the email and forward it to the customer editing out all instance of layeredtech.
Though note, when someone pings their server, it will show up as LayeredTech's.

Just thought it'd mention this:
Before you decide to start selling dedicated servers, you should make sure you know that you should have a 24x7 support team ready to handle reboots. This is a major thing and once you consider the costs of having a true 24x7 support team for dedicated servers, you will have to markup the prices substantially.
As for your original question, there are many data centers / server providers that can offer such a solution. I would suggest picking a provider that you already have experience and asking them if they are willing to do a reseller discount.
