I just noticed that Stormpay now is offering ATM card for cash withdrawal from ATM machines (displaying MasterCard) worldwide.

Here is the summary of the fees:
(1) Upload fund from Stormpay account to ATM card is US$ 3.00
(2) International ATM Cash Withdrawal $3.50
(3) Monthly Maintenance $2.00
Do you think this is a good deal?
