Put a sticky/important/whatever message at the top of the Web Hosting Forum about hosting requests. Direct people posting them to the Requests forum, and keep requests out of the discussion area. Unless the person wants opinions, of course.

If you see it, just report it. We're generally pretty quick at getting to things (certainly less than 24 hours).
