Hello, I have just restored a second hand Raq3i and now would like to install php and mysql. i cannot find an active link that will allow me to download a pkg for these applications. Can anyone help?

If you just restored it, I would re-restore it using the RaQ 550 OSRCD. That will give you the latest and greatest of everything.

Adding PHP to the RaQ 3 is a PITA, and will not be tied into the UI at all. At a minimum, install the RaQ 4 OS. But I seriously recommend the 550 OS on all x86 RaQs.
