Plesk has been so buggy lately we have considered pausing the Windows hosting packages until cPanel's Windows version is available (Should be Beta in a few months according to the cP Staff).
Does anyone happen to know of any good control panels that have the same features as Plesk (Besides Helm & H-Sphere)?

I would not hold out a product line based on cpanel's promise of a cpanel version for windows.
Here are some other windows control panels for windows, but ruling out Plesk, Helm and H-sphere, you have ruled out the market leaders.

We use HostingController on one of our servers, and would not recommend it over Plesk. Yes, Plesk is buggy, but will be in a much more portable format for when you port to Cpanel for Windows when that time comes.

I would recommend HELM from WebHostingAutomation. It has all the features that you would need. I personally use it with my Hosting Company. Price is very rounded with the rest.

Microsoft likes to take the ideas of others and monopolize them.. it is a wonder why they dont provide a client control panel with their server 2003 :/

they do,
terminal services: admin
backoffice: user
You can set these up to do most of anything you need with the correct permissions.
