If a 30 MB .mov file is downloaded to a local computer via HTTP, does it use the same amount of bandwidth as it would it if was streamed using QuickTime? If not, how much bandwidth would be used when streamed?

bandwidth is calculated on the basis of how much data is transfered from your server to the remote machine... irrespective of the method used to send it... so the bandwidth would remain constant unless you compress the data and send it..
