I have a flash animation, lots of elements, layers, things, etc. Anyways, I want to make it smaller. My problem though, is that if I just change document size in flash, it just cuts off the bottom, and while I can shrink every element manually, that is a HUGE waste of time... and quite frankly, I can't do that. Is there any way to possibly "link" all the layers and then I can shrink the elements manually and have flash cut the rest, or is there any way I can just shrink the whole thing (a la photoshop: image size, but for flash).

Well, flash is vector-based, so shouldn't it expand/shrink depending ont the size of the flash plugin?

Actually, you can make it smaller using the HTML tags but that way you will get pixelated fonts, crappy bitmaps and probably a slower animation if you animate some big stuff.
I guess the only way is to edit it manually :(

Yes :( I guess this is the only way to get it done.... you have to manually edit each layer..... though this is troublesome, it worth it... if you want to get the work done...
other ways are just not unto the mark... like using HTML tags.... sometimes it even give you shockingly low quality output... after all why do we use flash? If it’s to get eye pleasing results... then modifying the size using HTML tags is a big no, no!

100% relying of visual help can take you more time… so try this…. Count the number of steps in moving the elements…… first, get the base layer done in your favorite photo editor…. Then update the modified layer to the top-left of the stage…. Now, start with each, layer…. Count how many up strokes and (if needed left strokes) so this way u can repeat on all layers and get this work done a bit faster and more accurate….
