What would you say the rules of web design where?
For example, 90% of sites have the logo at the top left of the page, so i would count that as a rule of designing a site, that the logo shouldbe at the top, and even better on the left... does that make sense?
Anyway, i was wondering what you would say the rules of design where?

There are no rules, just what works.
People read from top left to bottom right, so the most important thing, a logo, should be the first thing they see. Navigation can only be on the left, right, or top--not much choice with that.
It's just basic logic.. unless you're using some fancy flash.

That isn't a safe assumption to make either. What if someone in Asia is viewing your page using a translator? The content will be viewed RTL. With relative positioning, the page will display nicely. With absolute positioning, it will display backwards for those folks.

i really dont feel there are any rules to design, every designer has his own creativity, the logo can be at right or left,
also in home pages its at the center , most important thing one should look is design must be clean and user friendly

A rule of the thumb I would suggest is that your site should not be heavy so that browsing is faster, easier besides the content being easily accesible.

KISS - Keep It Simple Stupid!
That's probably the best advice any designer can give to another designer. Don't try to make something hard and don't try to make something easy, just create. Your skill level will also make things come together faster. So, if you're new to PS, it might take you 3 days to come up with something that looks horrid, but in 6 months, it might take you 30 minutes to come up with something simply amazing.
