I want to have a script that can check the user ip and says where the user is from.
Does anyone knows where I can find a database, were all the ip-ranges and countries are listed?

You should also look into normal old whois.arin.net, whois.ripe.net, and whois.apnic.net. They can be accessed by simply telneting to any of those hosts on port 43, and entering the ip address you wish to query.
