The kind of control panel I would like to have is one that has four administration and login levels:

1) Server/system admin.
2) Reseller/Developer administration that allows adding, deleting and managing of Reseller's client's domains.
3) Indivdual site/domain management for Reseller's clients themselves.
4) User administartion such as ability to change passwords for POP and FTP and access to user stats (like on the RaQ).

Plesk seems close to this but from what I can tell, if a reseller has a number of domains owned by different people, he would have to administer the domains himself . Although Plesk allows you to have multiple-domain client records, the password and login is the same for all the domains in that client record, correct? If that is the case, and the reseller gave access to any of the domains to his customers, they could also access the other ones, correct?

I would like to use Plesk's "Client" record as the reseller's adiminstration. But if all the domains use the same login name and password as the "Client" record, then I guess it wouldn't work as a reseller's adminstation platform. In short, it seems that the Plesk set-up is only good for a Client that owns all of the domains in the Client record. Since a resller wouldn't actually own the various domains, a client record would have to be created for each of the reseller's customers.

Are there any other panels out there that allow the reseller to administer his various clients and then allow the clients to administer themselves?

From what I have seen Cpanel3 is about as close as you can get to this. You can see their demo at cpanel3.net. Hope that helps.

Actually I know what you mean for plesk, we use plesk and have a couple of resellers, basically what we do, is in the customer ID field we put the resellers name - domain name
that way we can sort by name and pull up all the resellers accounts

hi, plesk is great for virtual hosting, but when it comes to shared and dedicated - than you need much more. With Sphera you get a great migration between the different web-hosting level's. Let me know if you need more info.

The basic concept of the Dailtone/Spera arrangement seems attractive but I question whether the connection speed is sufficient for the kind of hosting these plans are intended for.
