Then pick your target market, define the main keywords or keyfrases that you think your customers will use to search in the engines.

Once you have your main keyfrases, think about secondary keyfrases, that in some cases could be used.

Then, optimize your pages for those keyfrases, put them in your title and MetaTags (Description, Keywords, etc), in your contents, file names, file paths, hiperlinks, every where (dont abuse, use them well)

It depends on both your objectives and budget. If you are short of money, you could try to do it by yourself at first, and see what happends. It usually requires a lot of work, but you surely can do it well.

There are websites and tutorials dedicated to help you to submit your site by yourself, some of them pretty effective. Using 2 of them I put my site in the first page of 5 major search engines for 10 different keywords in about a month, so I can tell they work. You should give it a try:

Selfpromotion.com (http://selfpromotion.com/)
SpiderFood.net (http://spider-food.net)

If you choose to pay for the submission, be very carefull and go to a reputable company. If they promise they will put you first in google or any other engine, or they say you can submit to 1000 different major search engines, run away!!! they don't know what they are talking about.

Hope it helps, good luck!

Fact is there are only a handful of truly noteworthy and submit worthy search engines.

My recommendations would be to focus on getting links to your site and optimise the content. Submission in itself is worthless.

Submit manually to the 10 or so search engines that really count. Don't bother with the rest; it's not worth the time. Submit manually to popular directories as well.

Hi

ldcdc is right, if you can get good links to your website, and your site is optimized, the search engines will find it. But be carefull getting those links... don't use any link farm or any authomatized link exchange program, it could get your site banned by search engines.
Look for some good sites, with good page ranking and email the webmaster asking him politelly if he wants to make a link exchange with you, sounds like a lot of work, but it worth it.

Greettings!

You may also try to add your site to www.dmoz.org project. If they'll add your site, it will be indexed with major serach engines... Google, Yahoo, Altavista....
