Paypal will allow Latvia account holders to send money only.

1. Please will paypal allow the money to be sent from their paypal accounts only or from bank account or from credit card or debit card?

2. Under what circumstances will paypal allow a Latvia account to receive money?

3. If paypal says non us accounts like Latvia can only send money, does it imply only sending money directly from their accounts or purchasing from the net through a paypal buy button?

Paypal is 'internet wallet system' and do not support Latvia.
So people from Latvia can not open Paypal account.
But if you are from Latvia you can easily open 3pp account with Chronopay (or real merchant account with Parex bank/Chronopay gateway)
