What different it will make a server using SCSI drives? should I pay more for a host using SCSI servers?

My personal opinion is: yes, go SCSI. But some will say the opposite :)

If you think you server will have lots of disk I/O (db transactions and other read/write), SCSI is the answer.

Otherwise expect delays once the traffic is higher.

One thing for sure. If you're going to be doing a lot of database stuff, get scsi if you can afford it.

I'm going to get flamed with this:

Get a high quality IDE disk, if you need more disk bandwidth (database, etc), just add another disk. :)

I'd go to IDE since I can't see speed difference between both although one of my raq3 IDE failed after full 14 months operation and another home IBM failed after a few months of purchase (guess due to overtemp environment).

You know, I used to think the same thing until we did side by side comparisions. With Windows 2000 Server, you can see a big difference between IDE & SCSI.

Hands down SCSI. Especially for DBs. If you need I/O speed, SCSI. Sure, IDE's fancy-pants ATA100/133 (where supported) is fast, but the I/O just isn't there. You can't beat a 10-15k SCSI drive. :) Smokin'!!
