Well, as the purpose of usernames and passwords are to ensure that the owners maintain control over their domains, you need both to modify the DNS.

Is there a reason the owner cannot change the DNS themselves?

i've had hosts change my dns for me. Clients don't want to deal with that anyway.

You can't.

If you're trying to modify nameservers for a client, just ask your client for their username and pass. If your client can't remember their username and pass, use the "forgot password" link.

If your client doesn't want to give you their username and pass, tell them how to do it and wait for them to call you back and give you their username and pass.
