2Checkout just notified me of a fraudulent order and has automatically cancelled it. I have not setup the account yet. Do I tell the person that I cancelled the order due to fraud or what???
What should I do?

you dont need to reply to the customer, they already know its a fraud order... if its not, you can rest assured that they will contact you asking whats up... then you can tell them that their order has been detected as being a fraud order.

I just sent out my standard refusal of service e-mail to the customer, which is basically
"I'm sorry, we couldn't complete your order. If you still want an account, contact us at xxx@yyy.com"

Now.........did this guy himself make the order or was it stolen
100% of the time, people who use the stolen credit card info have everything including name, address and phone number's.........
Someone sent me an order for a reseller package paid annually today - for $840. At first excited, hoping it was real - then reading the address ... 115 barclays lane medexc street -- phone number had no zip, domain registered in Pakistan, and then later today changed to match the order ..... - everything else was okay .... I called my authorization center to authorize the card, to see if it was working -- sure enough, it authorized the sale of $840... red flags were going up all around me. Luckily I was able to lookup the persons real phone number and finally get a hold of him. He has no clue what-so-ever what web hosting is. I told him that his card had been compromised and to call and cancel it.
He just called me back very very thankful.
Any order that big requires them to photocopy their credit card, photo id, and sign a contract agreeing to the charge before I will enough think about processing that baby ...

I had an EU who signed up and installed a Bulgarian culture website, but under his personal site, he was mirroring Warez.
I termed his account, but I also issued a refund. This seemed fair to me and saved me the cost of a charge back.
