How many types of merchant accounts do you plan on using?

Will you be interfacing with payment gateways, or will the transactions be handled manually?

What type of reporting is neccessary?

How many user levels would you like?

What types of tracking do you require?

What's your time frame?

In the event of reselling/leasing have you considered a system that would handle multiple web sites simaltaniously?

With these details I can provide a rough estimate on new code which you would own the rights to. Probably for about the same cost as some of the mid range systems out there. The advantage here is that it would be custom written to your specs.
