Does cpanel have a feature (the way plesk does) to create virtual nameservers?

BIND is setup to listen on all the IP addresses assigned to the server, so just give the customer two IP addresses and have them register the DNS servers at their registrar.

so even if I am using those IPs for my nameservers, they could still use it for theirs as well, is this correct?

I think that depends on their registrar. I believe that most registrars allow more than one DNS server to be assigned to a single IP address now, but I think a few registrars still don't. If they can't register a DNS server with the same IP address, you should give them two unique IP addresses that aren't assigned to anyone else.

Hmm. Can anyone confirm this? If this is the case, this will save us a very large amount of IP's. I have been told many times its not possible ( though I see no reason ), but I would love to implement this if it works as normal and there are no glitches.

I have been able to setup namservers on a server with plesk, and register them with godaddy, (personally unsure if the same can be done on a cpanel server)

No, This is not possible with most of registrars (Opensrs, enom, netsol, ...) and you can not dictate your reseller to use godaddy (with that terible service and support they have) and if you want to transfer to somewhere else you will have problem.

Registrar will not register and IP address for your domain nameservers if they are registered for another domain .

You need to use new IP addresses.

I have never been able to assign more than one name server to an IP.
The registries look them up and if they have another name server assigned to them, then they reject them. Not just a few registried either.. MOST registries will reject them if not on their own IP.

You can assign name servers to IPs with sites on them, but you will run into problems when resellers look up the site the IP is, and find another reseller down the road....

assign them an IP.
reserve that IP so nothing else can go on it.
Set the NS info in their zone file too!

This can all be done through the WHM.
Then, go into the reseller manager and put their name servers as the name servers their customers sites will set up on.
