Every once in a while, I'd say maybe once every 2 days or so, when the computer's on, I hear this quiet noise coming from my computer speakers, my volume is off, and the first time I heard this I was like what the hell.. I stuck my ear next to the speaker and it seems like a Japaneese radio station or something is playing. This happnes for like 10 seconds, then fades off. It happnes when I'm not connected to the internet also. It's so weird, I have no idea how this is happneing, and sometimes it seems like it's japaneese, and sometimes it's like a different language.. man. Anyone ever had this happen?

Sounds like you need to step away from the comp for a bit. ;) :)

You've got either a cheap motherboard, a cheap power supply, or a really noisy power grid.

Sound cards aren't magic; they work off of the power and ground lines supplied by the motherboard. If those lines are fluctuating -- which they will if the board doesn't have capacitance built onto those lines -- then you'll see those same fluctuations make their way out to the speakers.

One common source of such low frequency noise is task switching, since different instruction mixes will result in significantly different power usage by the cpu.
