Nothing of that sort!

Some people look for redundancy, and one way to go about this is to have your server located outside of the US. Alternatively, if most of your clients are located outside of the US, then having your server located closer to them would normally mean slightly faster connection time.

Offshore here refers to having your server located in Malaysia.
