Never knew one existed. From what I've seen the best results come from: 1) content, 2) CSS designed, 3) internal links that are not javascript, 4) high content to script ratio. Those are the basics.

Do you mean SEO services? Good ones will want to design your site from the ground up. The site might look the same, but the coding will be search engine friendly.
