No. The .org domains are under the control of Verisign, and are currently encompassed in the gTLD agreement, along with .com and .net. The original guidelines for registering these domains were only guidelines, and were never enforced as regulations. There is a move to return .org to it's Organization roots, but existing domains will be grandfathered if this ever happens. Verisign is not in favor of this move, and the group that is pushing this with ICANN is not having all that much luck making it's point. The most recent estimate is that if anything happens here it will be in "about two years" so I wouldn't hold your breath. The ccTLD, or Country Code Top Level Domains, are entirely under the control of the individual countries. .US domains are requiring that you pass the Nexus requirements for a United States presence. .CA are similar. Most ccTLDs require that you are a resident or have a presence in the country that their domain name represents. There are some that do not, such as .cc, or .tv, but most require it. "NE" is the cc for Niger, whereas Nigeria is "NG". |
