There's been a lot of talk recently about the best way to advertise and reach hosting customers, but I have a slightly different question: What are the most cost effective ways to reach hosting providers? Can those of you who offer reseller plans or products that are targeted towards providers share what worked/didn't work for you?

Well, there are a few steps in reaching the best hosts out there...
Search them in hosting directories, then emailing them through the service offered by some directories called host quote. And once you get a response from them go and check for reviews and ask on message boards about them.
Hope that helped.
Good luck

I think you reach a lot of hosts here, at WebHostingTalk :)

The best way is to do all of those.
1. Search for a host
2. Email the host (ASK QUESTIONS)
3. Search WHT with the hosts name
4. Check www.yourhostsucks.com and see if they are listed
5. Make a decision.
