Transfer rate? That would depend on your connection. Most connections come as is and can't be made faster but you could save bandwidth by installing stuff such as mod_gzip and compressing text and sending it in smaller packets.

I have DSL, but people can only recieve stuff from me at like 15k/sec, even if they have cable :(

because upload speed is much slower than download speed for DSL.:)

Most DSL companies sell ADSL, whereas they give you say 192k down and like 30 or even 15k up. SDSL, which is more like a T-1 or higher because it is symetrical, will give you 640k down and 640k up, or whatever you are ordered. Naturally you are going to pay much more.
