You may want to do some research on accessing pop mail through php. I think it can be achieved that way.

do you mean like setting a php page with login to the cpanel mailbox ? if thats the case i can post u a code, plus there is a free cpanel php login i think at hotscripts that enables u to choose for login between cpanel, webmail and again both options at ssl login.
You can also create a php signup for the mailboxes also doable
The only thing is u will need to specify the domain which i think it is the idea anyway
