I think this simply shows that a host doesn't know what they are doing. It is no better, and doesn't help the customer nor the host understand what they are getting/giving for $xx/mo.
You can say unlimited email accounts. If the system limits you based on your account (say each account needs a minimum of 1MB, as with RaQs), then you really don't offer unlimited accounts with that plan, you offer 100 in the 100MB plan (maximum).
If the system doesn't limit you, then how many pop accounts are you really offering? Would it be ok if your customer set up 50? 500? 5,000? 50,000+?
