Suppose you are on a network using a work station...

Is it possible to see who is using all the bandwidth on the network (not using the server...) or is there a way to harness more bandwidth for your computer?

there are small tweaks you can make to say your windows configs. Like setting the mtu size or such but its not gonna make a real big difference. Your bacndwidth is that you have and this is basically the same question as say uncapping a cable modem or such. In your case it seems the line is maxxed out though.

Yes it is a shared t-1 within a building and others using it are maxing it out, is there a way to limit their bandwidth per port...

There are several ways to do this, the easiest way is to get a managed switch, and set bandwidth limitations on each port.

Alternatively you could get a firewall and limit high bandwidth traffic (block access to fileswapping services, and things like that). What sort of activities are people doing to max out the bandwidth, and how many users are sharing the T1 line?

Here's what you do, convince your boss that they need a second t-1 for redundancy, and use the backup one all for yourself. :)

Anyway, I have Etherpeek installed on my laptop, which I use for diagnosing such problems, to find the bandwidth hogs. If you have access to a UNIX machine, it's much easier to do packet sniffing to find the culprit, and there are lots of open source programs to analyze it for you.

But it's been a long time since I've actually been out to a site where I've had to do that.

I think a lot of file swapping is going on...It is probably shared among a few hundred computers but it is terribly slow, most times i get 2-3 KB/s

I could understand if it was busy to maybe slow down to 25-30 KB/s but at times it is faster for me to dial up...

Whoa...you are sharing a T1 between a few hundred users? Your T1 might be slow because it is being shared between a feww hundred users, not because of file swapping :D.

For simple internet browsing it shouldnt be a big deal.
