Different ISP's update their DNS cache's at different times. Give it 24 hours and then check.

We have 5 minutes turnaround. We register the domain in few minutes it’s globally accessible. I am not kidding.

But mc-2000 problem is not domain registration related.

May be this particular ISP has missed up with their firewall/security measures as well, and so is blocking the IP range for which your sites belong. It doesn't have to be DNS caching, that's what I mean to say. One good solution to this is to have 3rd party monitoring services located around the globe, (2 or 3 will do just fine), and then see their reports .. if all agree that your site is down, then it sure is, if not .. then blame it on the ISP, net traffic, DNS problems, etc. The list is really long!
