When you register a Domain name is it ok to give a false name and address. As an example could I register a domain name and make up a non existing address and just pick a phone number at random ?
Now if this is against the rule,s and I was to discover somebody had done this what can be done about it.
Also If the number that was picked presumably at random happened to belong to a company or organization would that company/organisation have grounds for prosecution given that there property had been misused.

Techincally you aren't allowed to put a flase name/contact details as you could have ICANN take your domain away. What you can do however is get whois proteciton where they put generic info up but the registrar sitll containts the correct info internally

Of course generic info is easily distinguished from false info. I assume then that if indeed it is false information I would need to report it to ICANN.
As to my second question, if it did turn out to be false information then would the company/organisation who's phone number was used have recourse.

You can report false whois info to the registrar.
http://www.icann.org/registrars/ra-agreement-17may01.htm#3.7.7.2
3.7.7.2 A Registered Name Holder's willful provision of inaccurate or unreliable information, its willful failure promptly to update information provided to Registrar, or its failure to respond for over fifteen calendar days to inquiries by Registrar concerning the accuracy of contact details associated with the Registered Name Holder's registration shall constitute a material breach of the Registered Name Holder-registrar contract and be a basis for cancellation of the Registered Name registration.

It does nothing reporting these domains though, i did about a year ago and its still the same now......

I reported one a few weeks ago, and its also still the same. I think it depends on the registrar.

That being the case it makes a mockery of the whole industry in my opinion.

Its called freedom of protection Protection...
I am not willing to pay extra to be protected, when I can be protected for free?

In my country if you register a business, those records are open for the public to inspect. I think it should be the same with the internet. If you have a site on the net then your record should be available to the general public. If you feel this is somehow a security threat then don't have a homepage.
