Here is my situation.
I am developing a poker site which lists tournments. The program should:


Log into an SQL database and grab the according users "bookmarked" tournaments for that day, and notifiy them minutes before they start registering/starting (user defined time before maybe?)
Be able to list next tournments taken from SQL databases and show them
The program should work alot like the GMail notifer. Go to the tray, and notify you when your bookmarked tournaments are starting.
The program should also beable to get the time from the server and not use user time, as this would go wrong.
Bug report, contact us and reccomend to a friend option.
The ability for me to display a "whats new" whenever the program loads
The ability for me to stop the programs working if I want to say, upgrade the server or the SQL database for example


This is just the bare bones model. The programmer should beable to develop to my needs and to update accordingly, and to also fix bugs.

This is quite an urgent project. I am currently on a tight budget, and so I am willing to pay a fair price, but if need be, put advertisments in the program for the programmer if he/she would like them. I can also provide quality web hosting too instead of payment.

What kind of SQL Server?

MySQL. Even if it works by taking from a PHP page or something, all data is stored in MySQL.
